PRESCRIPTION MEDICATION CAN BE HELPFUL IN TREATING MANY ILLNESSES, BUT WHEN MEDICATIONS ARE MISUSED, THEY CAN HAVE SERIOUS CONSEQUENCES. THIS PROCLAMATION ENCOURAGES ALL CITIZENS TO PARTICIPATE IN PREVENTION PROGRAMS AND ACTIVITIES AND TO PLEDGE TO SPREAD THE WORD THAT ONE PILL CAN KILL. UM, UNFORTUNATELY RIGHT NOW THAT WE'RE WORKING ON THIS, WE WOULD LIKE TO BE ABLE TO LEAVE NALOXONE BEHIND WITH THE STUDENTS WE TRAIN. UH, WHAT WE DO IS JUST TELL 'EM, CONTACT US AND WE'LL MAKE SURE YOU GET IT. SO HOPEFULLY WE CAN CHANGE THAT DOWN PATH. SO I BEGAN WORKING WITH N-C-A-P-D-A IN 2023 WHEN APRIL CAME TO MY SCHOOL TO GIVE A SCHOOL PRESENTATION ABOUT PRESCRIPTION DRUG ABUSE AND THE OVERDOSE EPIDEMIC. AND AT THIS POINT, I DIDN'T REALLY KNOW A LOT ABOUT THE ISSUE BECAUSE OF ALL THE STIGMA SURROUNDING IT, AND I DIDN'T REALLY UNDERSTAND THE SCOPE OR THE COMMUNITIES THAT IT WAS AFFECTING, BUT I SOON DID REALIZE THAT IT WAS A PUBLIC HEALTH CRISIS THAT NEEDED TO BE ADDRESSED BY EVERYONE BECAUSE IT CAN REALLY IMPACT EVERY SINGLE COMMUNITY. AND SINCE THAT POINT, I'VE LEARNED THAT OVERDOSES CAN UNINTENTIONALLY RESULT FROM PRESCRIPTION MEDICATIONS AND IT CAN REALLY AFFECT EVERY SINGLE PERSON. SO THAT'S WHY IT MAKES IT SO IMPORTANT FOR ITS EDUCATION TO BE ACCESSIBLE TO EVERYONE, NOT JUST A SINGLE COMMUNITY OR A SINGLE SCHOOL, BUT ESPECIALLY PRIORITIZING YOUTH BECAUSE WE ARE THE PEOPLE THAT ARE GONNA BE CARRYING OVER FOR THIS NEXT GENERATION. AND I DO FEEL THAT RAISING AWARENESS ABOUT THIS EPIDEMIC IS REALLY IMPORTANT TO NOT ONLY LEARN ABOUT SUBSTANCE USE DISORDERS, MISUSE AND OVER AND USING OVERDOSE TO RESPOND TO, UM, USING NALOXONE TO RESPOND TO OVERDOSES, BUT IT ALSO HELPS US SUPPORT THOSE FACING THESE CHALLENGES AS WELL. AND I WANT TO, I BELIEVE THAT SHARING THIS INFORMATION WITH YOUTH AT SUCH A FORMATIVE STAGE OF LIFE BUILDS AWARENESS AND EMPOWERS US TO TAKE ON THIS ROLE TO NOT ONLY SAVE A LIFE BY ADMINISTERING NALOXONE, BUT ALSO GIVING YOUTH THE CHANCE TO DO THIS AS WELL IF THEY EVER ARE PLACED IN THAT SITUATION. THROUGH VOLUNTEERING WITH N-C-A-P-D-A, I HAVE LISTENED TO COMMUNITY MEMBERS SHARE HOW SUBSTANCE MISUSE HAS ALTERED THEIR LIVES AND THE LIVES OF THEIR LOVED ONES AS WELL. AND THROUGH THESE EXPERIENCES, I REALIZED THAT IT IS LIKE THROUGH EDUCATION AND SOME AWARENESS, IT WAS REALLY POSSIBLE WITH TO ACCESS RESOURCES AND PROVIDE RESOURCES TO THESE PEOPLE FOR SUPPORT, AS WELL AS, UM, GIVING THEM ACCESS TO MEDICATIONS FOR NALOXONE AND HAVING ACCESSIBLE FOR ALL TO USE. AND WE ALSO WANTED TO SHARE HOW OUR YOUTH HAVE BEEN ENGAGING WITH NCPD. SO OUR YOUTH AMBASSADORS ENGAGE WITH NCPD THROUGH LEARNING THROUGH OUR DIGITAL EDUCATION SERIES. THEY LEAVE PRESENTATIONS FOR VARIOUS AGE GROUPS ON MEDICATION SAFETY AND OVERDOSE RESCUE TRAININGS, AS WELL AS BUILDING AND DISTRIBUTING FREE NALOXONE KITS. AND MOST IMPORTANTLY, OUR YOUTH WILL BE IN ACTION ON MARCH 7TH, THIS SATURDAY AT THE DUBLIN PUBLIC LIBRARY, AS THEY'LL BE PARTNERING WITH THE DUBLIN MAYOR'S COUNCIL TO BE WORKING ON A DRUG SAFETY WORKSHOP IN HONOR OF PRESCRIPTION DRUG AWARENESS MONTH IN MARCH. AND THIS WILL ALSO INCLUDE OUR OVERDOSE RESCUE TRAINING. SO WE WILL BE SHARING MORE INFORMATION ABOUT THAT AS WELL. AND WE DO BELIEVE THAT BEYOND CARING NALOXONE, IT IS REALLY IMPORTANT TO LEARN OTHER SAFETY PRECAUTIONARY TIPS, SUCH AS KEEPING MEDICATION LOCKED AWAY, ESPECIALLY IF CHILDREN AND PETS ARE PRESENT, AS WELL AS DISPOSING OF MEDICATION SAFELY AT POLICE DISPOSAL SITES OR PHARMACEUTICAL DISPOSAL SITE AT YOUR PHARMACIES. AND LASTLY, I JUST WANNA SAY THAT I'M INCREDIBLY PROUD THAT THE CITY OF DUBLIN IS RECOGNIZING PRESCRIPTION DRUG AWARENESS MONTH TODAY. AND I'M GLAD TO BE HERE TO SEE THIS AS WELL. UM, LATER I BUMPED INTO A LOT OF PEOPLE IN SCHOOL AND PUBLIC WHO ALSO TURNED TO DRUG USE OR OTHER HARMFUL SUBSTANCES. AND I BELIEVE THAT IT'S SUPER IMPORTANT THAT INDIVIDUALS NEED TO COME TOGETHER AND EDUCATE OUR PEERS, OUR FAMILIES, AND OUR COMMUNITIES, UM, THAT THEY'RE BETTER AND SAFER FOR ALTERNATIVES WITH APRIL'S HARD WORK. UM, AND SHE'S ALSO MET MANY PARENTS WHO'S LOST THEIR CHILDREN DUE TO PRESCRIPTION DRUGS THAT WERE MAYBE UNNECESSARILY FOR DOCTORS TO PRESCRIBE OR MIXED WITH OTHER SUBSTANCES THAT CAUSED A CHEMICAL TRAGEDY. I JOINED NCP DAY FRESHMAN YEAR, SO THAT WAY PEOPLE ARE LIKE MORE AWARE AND THAT PEOPLE TALK MORE ABOUT THIS BECAUSE THIS ORGANIZATION AMPLIFIES THE VOICES OF SAFETY AND OUR COMMUNITY NEEDS TO KNOW. AND THEY HAVE, UH, PROVIDED US WITH, UM, VALUABLE INVESTIGATIVE LEADS WHEN, UM, AND SOMETIMES WE WOULD'VE HAD NOTHING AT ALL. UM, DIDN'T BEEN VERY VALUABLE. THERE'S ALSO YELLOW ALERTS TO LOOK FOR VEHICLES INVOLVED, UH, IN HIT AND RUN CRASHES AND, AND BLUE ALERTS WHERE WE'RE LOOKING FOR VEHICLES INVOLVED, UH, IN, IN, UM, ASSAULTS ON LAW ENFORCEMENT. MOVING ON TO OUR SITUATIONAL AWARENESS CAMERAS. UH, THESE ALSO SUPPORT REAL-TIME INCIDENT MANAGEMENT AND AID IN OUR INVESTIGATIONS. UH, WE CONTRACT OUT WITH A SECURITY OPERATIONS, UH, CONTROL CENTER THAT DOES 24 BY SEVEN SECURITY OPERATION MONITORING THAT DETECT AND RESPOND TO THREATS IN REAL TIME AND INFORM US IF THEY DEEM IT NECESSARY. UM, ALL CITY STAFF, UH, EQUIPMENT IS, UH, PRELOADED WITH MALWARE PROTECTION, UM, BY POLICY. SO WHEN PEOPLE TURN ON THEIR COMPUTERS, THEY ALREADY HAVE MALWARE PROTECTION ON THEM. IT'S NOTHING THAT THEY HAVE TO DO. IT'S, IT'S MAINTAINED AUTOMATICALLY. UM, OUR INCIDENT RESPONSE PLAN IS TESTED ANNUALLY AT THE TABLETOP EXERCISE THAT WE CONDUCTED. THE EOC, UH, ALL OF THE, THE, THAT IS COORDINATED WITH IT, POLICE, LEGAL, AND ALL THE OTHER CITY DEPARTMENT HEADS. UM, TRANSPARENCY AND PRIVACY IS, UM, GUARDED THROUGH, UH, THE, THE PRA SYSTEM. WHEN PEOPLE REQUEST DATA FROM US, UH, THERE'S A PROCESS THAT GOES THROUGH WITH THE CITY CLERK'S OFFICE AND REDACTION TAKES PLACE. AND WE HAVE ACTUALLY THWARTED, UM, QUITE A FEW ATTEMPTS TO GET CITY DATA FROM, ESPECIALLY FINANCE DEPARTMENT PEOPLE WHO WILL GET PHISHING EMAILS SAYING, WE NEED TO CHANGE OUR, OUR, UH, OUR ACCOUNT NUMBER THAT YOU PUT MONEY INTO, THINGS LIKE THAT. UM, THAT TRAINING HAS REDUCED WHAT IS PROBABLY THE BIGGEST ATTACK VECTOR THERE IS, WHICH IS HUMAN ERROR, UH, BECAUSE WE CAN, WE CAN CONTROL THE OUTSIDE QUITE A BIT, UM, THROUGH FIREWALLS AND TECHNOLOGY FROM THE IT DEPARTMENT'S PERSPECTIVE. BUT IT'S VERY DIFFICULT TO STOP, UM, ATTACKERS THAT SEND IN EMAILS AND PEOPLE CLICK THEM AND GIVE UP THEIR CREDENTIALS. UM, WHEN WE LOOKED IN THE SYSTEM, WE CONFIRMED THAT THOSE SEARCHES TOOK PLACE, BUT WHAT WE COULDN'T VERIFY, AND IT'S ONE OF THE REFORMS THAT FLOCK'S TAKEN, WE COULDN'T CONFIRM OR DENY THAT ANY OF THE INFORMATION THAT WAS SEARCHED. AGAIN, IT WAS SEARCHED ACROSS 6,000 AGENCIES ACROSS THE UNITED STATES, IF ANY OF THE FIVE CAMERAS WE HAD ACTIVATED IN DUBLIN AT THE TIME, IF ANY DATA CAME FROM THERE, COULDN'T CONFIRM OR DENY THAT WE ALSO COULDN'T CONFIRM THAT THERE WAS A DATA BREACH. IF THE REVENUE ASSESSMENT REVENUES REMAIN THE SAME, THE CITY GENERAL FUND WILL BEGIN TO NEED TO OFFSET THOSE OPERATING COSTS, AND WE ESTIMATE THAT THAT WILL OCCUR DURING FISCAL YEAR 20 27, 20 28. SO A BIT OF AN OVERVIEW ON THIS NEW DISTRICT. WE ARE PROPOSING STREET LIGHTING ASSESSMENT DISTRICT NUMBER 20 26 1. THIS WOULD ENCOMPASS THE ENTIRE CITY EXCEPT BOULEVARD AND CAMP PARKS, AND WOULD CONSOLIDATE WHAT IS EXISTING 19 83 1 AND 1999. ONE APPROVAL OF, UH, SLAD 20 26 1 WILL ADDRESS THE INCREASING SHUN FUNDING SHORTFALL, IMPLEMENT A UNIFORM ASSESSMENT METHODOLOGY ACROSS THE CITY THAT USES CURRENT BEST PRACTICES FOR ASSESSMENTS AND WOULD PROVIDE RESERVES FOR FUTURE CAPITAL IMPROVEMENT PROJECTS. PROPOSITION TWO 18 PROCEEDINGS ARE REQUIRED TO APPROVE THE FORMATION OF THIS NEW DISTRICT A, A BID ON THE FUNDING STRUCTURE. THE CITY WILL BE COVERING A PORTION OF THE ANNUAL STREET LIGHTING BUDGET THAT IS ATTRIBUTED TO GENERAL BENEFIT TO THE PUBLIC AT LARGE. THIS IS ABOUT 12% OF THE COST OF MAJOR ROADWAYS AND 2% FOR LOCAL ROADWAYS. WE ESTIMATE THAT THE CITY PORTION, UH, WOULD BE APPROXIMATELY $87,000 FOR FISCAL YEAR 26 27. THE NEW LIGHTING DISTRICT WOULD BE COM COMPRISED OF THREE BENEFIT ZONES WITH SEPARATE CITY ACCOUNTS TO TRACK THE REVENUE AND EXPENDITURES. THOSE THREE ACCOUNTS, ONE WOULD COVER MAJOR ROADWAY STREET LIGHTING. THE OTHER WOULD BE DECORATIVE STREET LIGHTING, AND ONE FOR NON DECORATIVE STREET LIGHTING. BASED ON CALCULATIONS, THE NEW DISTRICT WOULD GENERATE APPROXIMATELY 1.17 MILLION IN ASSESSMENTS FOR THE 20 26 27 FISCAL YEAR. AND THE EXISTING FUND BALANCES FROM 19 83 1 AND 19 99, 1 WOULD BE ALLOCATED TO THE APPROPRIATE ACCOUNTS MENTIONED ABOVE. SO A BID ON THE PROPOSED ASSESSMENTS, SINGLE FAMILY HOMES AND CONDOMINIUMS WOULD BE ASSESSED PER PARCEL. APARTMENTS AND MULTI-FAMILY RESIDENTIAL UNITS WOULD BE ASSESSED PER RESIDENT UNIT RATHER THAN JUST A AREA OF LAND. AND NON-RESIDENTIAL PROPERTY WOULD BE ASSESSED BASED ON PARCEL AREA AND BUILDING SQUARE FOOTAGE SIZE. FOR EACH BENEFIT ZONE MA FOR MAJOR ROADWAYS, IT WOULD BE EVERYONE WOULD PAY $17 AS A FLAT RATE, WHICH EQUATES TO ABOUT A DOLLAR 42 PER MONTH, 17 PER YEAR. IN THE DECORATIVE AREAS WITH DECORATIVE LIGHTING, THERE WOULD BE AN ADDED $3 AND 75 CENTS PER MONTH, OR 45 PER YEAR. AND FOR THE NON DECORATIVE STREET LIGHTING AREAS, THERE WOULD BE $18 OR A DOLLAR 50 PER MONTH. AND FOR AREAS THAT ARE IN PRIVATE, UH, LIGHTING ZONES, WE, WE STAY ON THIS TABLE THAT IT VARIES BECAUSE IT REALLY DEPENDS WHERE THAT PRIVATE ZONE IS. IF IT IS IN AN AREA WITH DECORATIVE LIGHTING, IT WOULD HAVE THE HIGHER AMOUNT.
